Is there any way that I can wipe my computer and then try to reinstall windows?

I have only had this laptop for a year now and when ever I turn it off it goes into startup repair and I can't go through any of my files.I know my computer has a virus but all the antivirus I have tried don't scan or they start and then they crash.
