Is this street legal in Washington State (pictures)?

Most states that allow ATVs and utility vehicles to be operated on public streets restrict those vehicles to roads and streets where the speed limit is 45 MPH or less. The ATV in the photos appears to have most of the equipment necessary for licensing, but I don't know if it meets the rules in Washington State. You will still need a fully qualified drivers license to operate it.
