My Desktop Wont logon or WORK!?

I did system restore and it pretty much ****** up my desktop. when it went to restart this ****** error poped up The program cant start becaus devobj.dll is missing from your computer try reinstalling the program to fix this problem. HOW CAN I FIX IT WHEN I CANT LOGON?! Screw system restore-.- i restored it 1 day back the 29th and look what happened. Please help
